Your Internet Service Provider (ISP) may be blocking port 25 traffic to all mail servers other than their own.  This is a common occurrence as ISP's step up efforts to combat spam.  In order to resolve this issue, please modify your SMTP port settings within Outlook or Outlook Express to alternate port 587.
